I am of opinion that the Ordinance is one which is not contrary to the flovernor's

IFRCTION,

This amendment in Ordina ce 2 of 1898 is rendered necessary as e occupation and control of Kellet Island was recently transferred

the Admiralty by arrangement with the War Office.
